 | | Observatory for the Information Society in Latin America and the Caribbean (OSILAC) | | | eLAC2007 is the 2005-2007 Regional Plan of Action on the Information Society for Latin America and the Caribbean (LAC). It is an agenda regionally arranged around the importance of the Technologies of Information and Communication (TIC) for the social and economic development of the region. The plan includes 30 thematic areas and 70 short-term activities. It is designed to foster long-range implementation of the Plan of Action of the World Summit on the Information Society (2003-2005), which was formulated in the framework of the Millennium Development Goals (MDGs). It is a tool of mediation between the needs of the countries of the region and the pace of world development, aimed at facilitating regional cooperation and sharing of best practices, creating economies of scale, and reducing costs in time and learning involved in the adoption of ICTs. The monitoring and supervision phase is vital to a successful policy, since it allows for assessment of both impact and policy implementation. The region's governments have therefore requested that the ECLAC Secretariat "maintain and develop, in coordination with the countries of Latin America and the Caribbean and in accordance with the relevant agreements reached at the World Summit on the Information Society and in regional meetings, indicators for the ongoing assessment and dissemination of progress achieved in the region, especially with respect to the goals of eLAC2007". They specifically referred to ensuring that monitoring the Plan of Action be an integral part of implementing eLAC2007 Goal 27. Such integration is especially important given that eLAC2007 is a short-term plan, and that assessment will be required in developing a new plan to address emerging challenges. Aware of the limitations and problems of this process, the ECLAC Observatory for the Information Society in Latin America and the Caribbean (OSILAC) has undertaken the task of monitoring progress toward achieving the eLAC2007 goals. This document presents its findings.
