The Ministers responsible for trade adopted the Hemispheric Cooperation Program
(HCP), taking into account the broad differences in the levels of
development and size of the economies of countries participating in the
Free Trade Area of the Americas (FTAA) negotiations. This program
intends to strengthen the capacities of countries to implement and
fully participate in the processes of integration of the hemisphere,
and to further contribute to growth with equity and inclusive economic
development.
The project responds
to the demand of technical assistance, as identified by the countries
of Latin America and the Caribbean which formulated their National
Strategies to strengthen the National Trade Capacities. Providing
experience, technical and analytical resources, ECLAC –
financially supported by the Canadian International Development Agency
(CIDA) – offers aid to solve some of the most relevant needs
identified by the countries participating in the FTAA.
The purpose of the project is to assist the smaller economies in the
region to improve their ability to define and present their economic
and social interests in international trade negotiations, and to
develop implementation policies. The project focuses on human resources
needed to successfully participate in trade negotiations, and on the
development of economic policies related to trade, so that each country
is able to take advantage of the opportunities for development arising
from trade and minimize the adverse effects.
