MANDATO LEGAL:

Creado mediante Decreto N° 1426/92 y su modificatorio N° 291/95, por el cual se estableció el Consejo Federal de la Mujer. Adquirió rango constitucional en la Reforma de 1994 (Art. 75, inc. 22). Se ha presentado un Proyecto ante el Congreso Nacional para lograr su reconocimiento por Ley de la Nación. En el marco de la Segunda Reforma del Estado, el Consejo ha perfeccionado su inserción institucional y consolidado su status jerárquico, habiéndose ubicado al más alto nivel de formulación de políticas públicas, con dependencia directa del Presidente de la Nación (Decreto N° 892/96).

TERMS OF REFERENCE:

Set up under Decree No. 1426/92, as modified by No. 291/95, establishing the Federal Council for Women. Gained constitutional status in the 1994 Reform (Art. 75, clause 22). A Bill has been introduced before the National Congress to have it recognized by the Law of the Nation. Within the framework of the Second Reform of the State, the Council has consolidated its institutional position and its status in the hierarchy, and now operates at the highest level of public policy formulation, reporting directly to the President of the Nation (Decree No. 892/96).

OBJETIVOS Y FUNCIONES:

Velar por el cumplimiento de la Convención sobre la eliminación de todas las formas de discriminación contra la mujer;

Formular y coordinar las políticas públicas destinadas al logro de la igualdad entre varones y mujeres.

OBJECTIVES AND FUNCTIONS:

To monitor compliance with the Convention on the Elimination of All Forms of Discrimination against Women;

To formulate and coordinate public policies designed to bring about equality between men and women.

PRINCIPALES ACTIVIDADES:

Funcionamiento pleno del Consejo Federal y el Directorio;

Desarrollo e implementación de las políticas definidas por el Consejo Federal;

Firma de convenios marco para la cooperación interinstitucional con distintas instancias gubernamentales y organizaciones internacionales;

Construcción de instancias de concertación, tales como las Comisiones Asesoras Permanentes para la representación de los distintos sectores sociales;

Desarrollo de un sistema de documentación, información y difusión;

Fortalecimiento institucional. Apoyo a la creación de organismos provinciales y municipales de la mujer;

Elaboración de proyectos legislativos que promuevan la igualdad de las mujeres ante la Ley;

Brindar capacitación y asistencia técnica a las Áreas Mujer Provinciales y Municipales y a las organizaciones comunitarias;

Encuentros y conferencias.

MAIN ACTIVITIES:

All operations of the Federal Council and the Directory;

Development and implementation of policies decided on by the Federal Council;

Signing of framework agreements to secure inter-agency cooperation with different government agencies and international organizations;

Creation of coordinating bodies, such as the Standing Advisory Committees, to represent the different sectors of society;

Development of a system of documentation, information and publicization;

Strengthening of institutions. Support for the setting up of provincial and municipal women’s bodies;

Drafting of bills to promote the equality of women before the Law;

Provision of technical assistance and training to the Provincial and Municipal Women’s Areas and to community organizations;

Meetings and conferences.

PERSONAL:

Constituido por una Unidad de Presidencia del Consejo, tres Direcciones Nacionales y un Departamento de Coordinación Administrativa. 51 personas componen el personal técnico y administrativo, el cual ha sido seleccionado mediante los mecanismos previstos en el Sistema Nacional de la Profesión Administrativa (SINAPA), lo cual asegura una continuidad en la estructura ajena a los cambios políticos.

STAFF:

Consists of a Council Chairmanship Unit, three National Head Offices and an Administrative Coordination Department. The 51 persons serving as technical and administrative staff have been selected using the mechanisms provided by the National System of the Administrative Profession, and this ensures continuity in the organization regardless of political change.

A partir de diciembre de 1996 el organigrama del Consejo Nacional de la Mujer quedó constituido por dos cuerpos colegiados: el Directorio, que garantiza la representatividad de todas las áreas de la Administración Pública Nacional, y el Consejo Federal, al que corresponde la representación de las provincias As of December 1996, the organizational structure of the National Women's Council was defined as being composed of two associative bodies: the Board of Directors, whose members represent all the different areas of the National Public Administration, and the Federal Council, on which the provinces are represented.

Creada mediante el Decreto N° 1013/95 del Poder Ejecutivo Nacional. Integrada por representantes de cada Ministerio y Secretaría de Estado, de la Unidad Presidencia de la Nación y del Area Mujer de la Municipalidad de la Ciudad de Buenos Aires. La Corte Suprema de Justicia, la Cámara de Senadores, la Cámara de Diputados y los gobiernos de las provincias están invitados a designar representantes. La Presidencia de la Comisión Ad-Hoc está facultada para invitar a organizaciones no gubernamentales (ONG) y centros académicos a designar sus propios representantes.

TERMS OF REFERENCE:

Set up under Decree No. 1013/95 of the National Executive Authority, it comprises representatives of each Ministry of State, the Presidency of the Nation Unit and the Women’s Area of the Municipality of the City of Buenos Aires. The Supreme Court of Justice, the House of Senators, the House of Deputies and the provincial governments are invited to appoint representatives. The Chairmanship of the Ad Hoc Committee is empowered to invite non-governmental organizations (NGOs) and academic centres to appoint their own representatives.
