Proporcionar consejos especializados sobre asuntos relativos a la condición de la mujer;

Proporcionar apoyo técnico o de cualquier otro tipo a mujeres y organizaciones no gubernamentales de mujeres;

OBJECTIVES AND FUNCTIONS:

To work towards the removal of all forms of discrimination against women;

To promote development of their full potential;

To create avenues for the full integration of women into national development;

To provide specialist advice on issues involving the status of women;

To provide technical and other support to non-governmental women's organizations and individual women.

PRINCIPALES ACTIVIDADES:

Actividad vinculada a las políticas: consulta sobre el proyecto de Declaración Nacional de Políticas sobre la Mujer presentado al gabinete para su aprobación;

Examen y ejecución de proyectos, sobre todo de educación pública y capacitación y proyectos sobre gestión de pequeñas empresas, organización de seminarios sobre la salud, actividades comunitarias centradas en la provisión de agua y saneamiento, agricultura y elaboración de alimentos, entre otros;

Investigación y documentación: interesar a los organismos públicos y privados para que reúnan información sobre las diferencias de situación por razón de género;

Administración de un fondo rotatorio de préstamos, en el que hasta 1993 participaban 54 mujeres y ascendía a G$ 877 738. En 1995, este fondo recibió otros G$ 2 000 000 del gobierno en virtud del Programa de Mitigación de la Pobreza. Este aumento de los fondos ha permitido que más mujeres se beneficien del programa crediticio. Hasta el 31 de marzo, otras 15 mujeres se habían beneficiado del programa, y hay 20 nuevas solicitudes en trámite.

Programa sobre la pobreza:

i. Organización de talleres en las 10 regiones de Guyana a fin de sensibilizar a las mujeres sobre una serie de temas. Estas sesiones tienen una duración de 3 a 5 días. Se discuten temas como asuntos legales que incumben a la mujer, la salud de las mujeres, planificación de programas, sexualidad humana, gestión de pequeñas empresas, participación de la mujer en la sociedad, trabajo femenino, tensión y empleo, evolución histórica de las luchas de las mujeres, y la situación en Guyana y el Caribe;

MAIN ACTIVITIES:

Policy oriented action: consultation on the draft National Policy Statement on Women submitted to cabinet for approval;

Project monitoring and implementation, mostly within the area of public education and training; other projects include small business management, health seminars, community-based projects with a major focus on water and sanitation, agriculture and food processing;

Research and documentation: efforts to stimulate public and private agencies to compile gender-specific data;

Administration of a revolving loan fund project, which had 54 women beneficiaries up to 1993 and involved a total sum of G$ 877,738; it received an additional G$ 2,000,000 from the Government in 1995 under the Poverty Alleviation Programme. This increase in funding has enabled more women to benefit from the credit scheme. As of March 31, 15 additional women benefited from the scheme while 20 new applications are being processed.

Poverty programme:

i. Hosting workshops in all 10 administrative regions of Guyana to raise women's consciousness in a variety of areas. These sessions range from 3-5 days. Subjects discussed are Women's Legal Issues, Women's Health Issues, Programme Planning, Human Sexuality, Small Business Management, Empowerment, Women's Work, Stress and Employment, Historical Review of Women's Struggles, Guyanese & Caribbean experience;

ii. Se propone seleccionar a 10 personas de cada región para que participen en sesiones de capacitación sobre desarrollo de aptitudes y luego lleven a cabo una capacitación complementaria con otras personas de la comunidad (formación para capacitadores) (por ejemplo, costura y fabricación de prendas de vestir, trabajos manuales, computación, secretariado, contabilidad, elaboración y conservación de alimentos);

iii. Luego de adquirir las habilidades y los conocimientos básicos necesarios, se prevé el surgimiento de varias empresas con fines de lucro que permitirán la participación de la mujer en la sociedad, y proporcionarán independencia económica a mujeres y familias.

ii. It is proposed that 10 persons from each region would be identified for participation at skills training sessions and would return to conduct Follow-up Training with other persons in the community (training for trainers) (e.g.: Sewing and Garment manufacturing, Craft production, Computer science, Secretarial science, Accountancy, Food processing and preservation);

iii. Having acquired the necessary skills and knowledge base, it is anticipated that several economic ventures will emerge to provide empowerment for women and provide economic independence for women and families.

1992: Aunque representaba un 1.9% del presupuesto total estimado solicitado por los Organismos de Bienestar Social del Ministerio, en realidad sólo recibió 0.4% del monto asignado a estos organismos.

BUDGET:

1992: While it accounted for 1.9% of the total estimated budget requested by the Social Welfare Agencies of the Ministry, it actually received only 0.4% of the money allocated to these agencies.
