Asumir la representación legal de la Comisión Nacional de la Mujer, excepto en las materias que sean competencia del Consejo Intersecretarial, en cuyo caso éste será representado por el servidor público que lo presida o por quien sea objeto de delegación expresa;

Planear, programar, dirigir y evaluar el funcionamiento de la Comisión, y elaborar los informes periódicos convenientes;

Proponer las políticas, lineamientos y criterios para la integración, ejecución, supervisión, evaluación y control del Programa Nacional de la Mujer;

Coordinar con las dependencias y entidades de la Administración Pública Federal la introducción del enfoque de género en las políticas, estrategias y acciones respectivas del Programa Nacional de la Mujer y, en lo interno, apoyar la formulación de los correspondientes programas de la mujer, así como los mecanismos que tiendan a propiciar que esas dependencias y entidades ejecuten dicho programa;

Establecer con las entidades federativas y los Municipios, mecanismos de coordinación para aplicar las estrategias, políticas y acciones del Programa Nacional de la Mujer en sus respectivos ámbitos de competencia, con las modalidades jurídicas y programáticas que determinen sus leyes;

Concertar con las organizaciones políticas, económicas y sociales, así como con las personas morales interesadas, la realización de actividades que concurran al logro de los objetivos y metas del Programa Nacional de la Mujer;

Establecer enlaces con legisladores del Congreso de la Unión, de los Congresos de los Estados y de la Asamblea Legislativa del Distrito Federal, para impulsar las reformas jurídicas necesarias;

Celebrar convenios y contratos de colaboración con organismos autónomos, organizaciones representativas de carácter económico y social, así como con personas físicas y morales, sobre asuntos relacionados con las atribuciones de la propia Coordinación General, de acuerdo con las disposiciones legales aplicables;

Rendir informes de evaluación periódica, en el marco del Sistema Nacional de Planeación, acerca de las acciones ejecutadas para el cumplimiento del Programa Nacional de la Mujer;

Proponer al Secretario de Gobernación, por conducto del Subsecretario de Población y de Servicios Migratorios, la estructura orgánica, funcional, presupuestal y programática de la Coordinación General, y contratar y administrar los recursos humanos necesarios, con apego a las disposiciones legales y reglamentarias vigentes.

To assume responsibility for legal representation of the National Commission on Women, except in areas falling within the scope of the Inter-ministerial Council, in which case, the latter will be represented by the public service serving as chairman of the Council or by any entity appointed for the purpose;

To plan, programme, direct and evaluate the functioning of the Commission and to draft the appropriate reports on a periodic basis;

To propose policies, guidelines and criteria for the integration, execution, monitoring, evaluation and control of the National Programme for Women;

To collaborate with the offices and bodies of the Federal Civil Service on mainstreaming the gender perspective in the policies, strategies and actions of the National Programme for Women and, internally, to support the formulation of relevant programmes for women, such as mechanisms for ensuring that those offices and bodies implement the programme;

In collaboration with federal bodies and municipalities, to establish coordination mechanisms for implementing strategies, policies and actions of the National Programme for Women in their respective spheres of competence consistent with the legal and procedural arrangements established by law;

To coordinate efforts with political, economic and social organizations and interested legal entities with a view to carrying out activities that may contribute to the achievement of objectives and goals set out in the National Programme for Women;

To liaise with legislators of the Congress of the Union, the State Congresses and the Legislative Assembly of the Federal District to push through the necessary legal reforms;

To sign agreements and contracts for collaboration with independent bodies, economic and social organizations and physical and legal persons on matters relating to the general coordination functions, in accordance with the applicable legal provisions;

To present periodic evaluation reports within the framework of the National Planning System relating to the actions performed in compliance with the National Programme for Women;

To propose to the Minister of the Interior through the Under-Secretary for Population and Migratory services, the organic, function, budgetary and programming structure of the General Coordinator and to hire and administer the necessary staff in accordance with existing legal and procedural provisions.

1. En materia educativa, la Coordinación General trabaja con la Secretaría de Educación Pública en la revisión de los contenidos y en la promoción de actitudes no sexistas en los libros de texto y participa en la elaboración de guiones y producción de programas televisivos con perspectiva de género para el sistema EDUSAT. En materia laboral, la Secretaría del Trabajo y Previsión Social, la Secretaría de Relaciones Exteriores y la Coordinación General, en colaboración con la OIT, participan en el programa internacional "Más y mejores empleos para las mujeres en México"; a través de éste se propone incidir en las políticas y programas destinados a impulsar la generación de empleos. En junio se constituyó el comité de normalización de competencia laboral de servicios comunales y sociales, para atender las necesidades de 11.5 millones de personas, de las cuales el 45% son mujeres.

2. Como resultado de la promoción del programa se han creado oficinas de la mujer en 21 entidades federativas y en 11 municipios. La coordinación general presta apoyo a los gobiernos estatales en la elaboración e integración de sus respectivos programas estatales de la mujer, así como en la instalación de la instancia responsable de su operación y en la puesta en marcha de comités estatales y municipales de planeación de la mujer.

3. Con el fin de sensibilizar a la población acerca de la condición desventajosa e inequitativa de las mujeres en México, la Coordinación General de la CONAM, en colaboración con el Grupo de Educación Popular con Mujeres (GEM), Solidaridad Internacional, el gobierno del Distrito Federal y el Instituto de la Mujer de España, inició en el mes de mayo de 1998 la difusión de la campaña ¡Ya basta! Atentamente, las mujeres, en radio, televisión y medios impresos.

4. En materia de combate a la violencia contra las mujeres, en noviembre de 1997 el presidente de México, Dr. Ernesto Zedillo, envió al Congreso de la Unión, conjuntamente con las legisladoras de todos los partidos políticos, la iniciativa de reformas en materia de violencia familiar y sexual, la cual fue aprobada por la actual legislatura en diciembre del mismo año. En ese mismo mes se realizó la "Primera reunión temática de legisladoras sobre reformas legislativas en materia de violencia familiar y sexual". La Coordinación General realizó en las ciudades de México, Oaxaca y Saltillo los Talleres sobre la aplicación en México de la Convención Interamericana para prevenir, sancionar y erradicar la violencia contra la mujer (Convención de Belém do Pará), dirigidos a jueces civiles y penales.

5. En apoyo a las mujeres campesinas destaca la realización de la reunión de constitución de la Red Nacional de cooperación técnica de instituciones y organismos de apoyo a la mujer rural, convocada por la Coordinación General de la CONAM, responsable de la Coordinación Nacional de la Red, por la Secretaría de Relaciones Exteriores y por la representación en México de la FAO, con el objeto de constituir formalmente la Red, que está conformada por instancias públicas, privadas, organizaciones sociales de campesinas y organizaciones no gubernamentales que trabajan con mujeres rurales.

6. Presentar los Informes periódicos consolidados de México sobre el cumplimiento de la Convención para la eliminación de todas las formas de discriminación contra la mujer, ante el comité correspondiente de las Naciones Unidas. En estos documentos se incluye información sobre las medidas adoptadas por nuestro país para hacer efectivas las disposiciones de la Convención, los obstáculos encontrados para su plena aplicación y las acciones emprendidas para superarlos.

7. En el ámbito internacional, la Coordinación General ha dado cumplimiento a los siguientes compromisos y acuerdos establecidos por el gobierno de México: en noviembre de 1997 se presentó el Informe de México ante la séptima Conferencia regional sobre la integración de la mujer en el desarrollo económico y social de América Latina y el Caribe, convocada por la CEPAL para abordar los temas de "Desarrollo sostenible, pobreza y género" y "Acceso al poder y participación en la toma de decisiones". Dicho informe fue elaborado por la Coordinación General de la CONAM y por la Unidad de Asuntos Internacionales de la Mujer de la Secretaría de Relaciones Exteriores a partir de insumos aportados por otras instancias federales.

8. Con el fin de cumplir con la estrategia de seguimiento y evaluación del Programa Nacional de la Mujer, la Coordinación General puso en marcha, en el mes de septiembre de 1997, el Sistema de Indicadores para el Seguimiento de la Situación de la Mujer (SISESIM), con la activa participación de cinco agencias de las Naciones Unidas (UNIFEM, PNUD, UNICEF, FNUAP y OPS/OMS) y del INEGI. Como parte de las actividades iniciales de este sistema se realizaron cinco talleres sectoriales para la sensibilización en enfoque de género a usuarios y productores de estadísticas y registros administrativos.

With respect to education, the Coordination Office works with the Ministry of Public Education to review the contents of text books with a view to fostering non-sexist attitudes; it collaborates on the production of scenarios and television programmes on the gender perspective for the EDUSAT system. On the labour front, the Ministry of Labour and Social Security, the Ministry of Foreign Affairs and the Coordination Office are collaborating with the International Labour Organization (ILO), on the international programme for more and better employment for women in Mexico designed to boost policies and programmes for job creation. In June, the committee on standardization of labour skills, community and social services was set up to cater to the needs of 11.5 million persons, of which 45% are women.

2. Following the promotion of the programme, women’s bureaux were set up in 21 federal entities and 11 municipalities. The Coordination Office assists State governments in working out and integrating their respective State programmes for women and in establishing a body to implement them, and in setting up State and municipal planning committees on women’s issues.

3. In May 1998, the Coordination Office of CONAM, in collaboration with the Women’s Group for Informal Education (GEM), Solidarity International, the government of the Federal District and the Institute for Women’s Studies (Spain), launched a radio, television and print media campaign entitled Ya basta! Atentamente, las mujeres to raise public awareness of the disadvantages and inequities sustained by women in Mexico.

4. To address the patterns of violence against women, in November 1997, the president of Mexico, Dr. Ernesto Zedillo, and legislators from all political parties sent joint draft proposals to the Congress of the Union for reforms relating to domestic and gender-based violence, which were approved by the current legislature in December of the same year. Another event in December 1997 was the first meeting of legislators on legislative reforms relating to domestic and gender-related violence. The Coordination Office held workshops for judges of civil and criminal courts in Mexico City, Oaxaca, and Saltillo on the application in Mexico of the Inter-American Convention on the Prevention, Punishment and Eradication of Violence against Women (Belém do Pará Convention).

5. The Coordination Office of CONAM, the Ministry of Foreign Affairs and the representative of the Food and Agriculture Organization (FAO) convened a meeting to establish the National Network for Technical Cooperation between Organizations and Bodies in support of Rural Women. This Network is made up of public and private bodies, peasant organizations and non-governmental organizations (NGOs) which work with rural women and its activities are coordinated at the national level by the Coordination Office of CONAM.

6. Presentation of consolidated periodic reports on the application in Mexico of the Convention on the Elimination of All Forms of Discrimination against Women to the relevant committee of the United Nations. These documents include information on measures adopted by Mexico to enforce the provisions of the Convention, obstacles to their full implementation and measures taken to overcome them.

7. In the international context, the Coordination Office of CONAM has fulfilled the following commitments and agreements established by the Government of Mexico: in November 1997, the Report of Mexico was presented to the seventh Regional Conference on the Integration of Women into the Economic and Social Development of Latin America and the Caribbean held by ECLAC to address the issues of "Sustainable development, poverty and gender" and "Access to power and participation in decision-making". The Report of Mexico was prepared by the Coordination Office of CONAM and by the International Women’s Affairs Unit in the Ministry of Foreign Affairs on the basis of inputs contributed by other federal bodies.

8. In order to comply with the strategy for the follow-up to, and evaluation of, the National Women’s Programme, the Coordination Office, in September 1997, set up the System of Indicators for monitoring the Situation of Women (SISESIM) with the active participation of five United Nations agencies (UNIFEM, UNDP, UNICEF, UNFPA and PAHO/WHO) and the National Institute of Statistics, Geography and Information (INEGI). The preliminary activities of this system will include five sectoral workshops for raising gender-awareness among the users and producers of statistics and official registries.
