Elaborar planes, proyectos y normas para erradicar toda forma de violencia contra la mujer.

Coordinación y seguimiento del Plan Nacional de Igualdad de Oportunidades para las Mujeres, el cual fue presentado oficialmente en mayo de 1997 por el Presidente de la República y tendrá vigencia durante el período 1997-2001;

En el marco de la implementación de la Plataforma de Acción de Beijing, desarrollo de programas en forma conjunta con ministerios y entes autárquicos, así como con organizaciones no gubernamentales (ONG), en las siguientes áreas temáticas:

1. Erradicación de la violencia contra la Mujer:

Plan Nacional para Prevenir, Sancionar y Erradicar la Violencia contra la Mujer, coordinado por la Secretaría de la Mujer, e implementado con una Comisión Interinstitucional, integrada por Ministerios del Gobierno, la Fiscalía General del Estado, la Policía Nacional, la Municipalidad de Asunción y representantes de la Coordinación de Mujeres del Paraguay (CMP).

2. Igualdad de Oportunidades en la Educación:

Sobre la base de un convenio firmado con el Ministerio de Educación y Culto, se lleva adelante el Programa Nacional para la Igualdad de Oportunidades y Resultados para Mujeres en la Educación (PRIOME).

3. Legislación:

Con miras a implementar los principios de igualdad contenidos en la Constitución Nacional y la Convención para la eliminación de todas las formas de discriminación contra la mujer, la Secretaría de la Mujer mantiene un equipo de profesionales del derecho que tiene a su cargo, con la participación de organismos gubernamentales y no gubernamentales, la elaboración de propuestas para la modificación y/o creación de leyes nacionales para superar las desigualdades o insuficiencias de la legislación vigente.

4. Respecto de la salud de la mujer:

La Secretaría participa como miembro en los niveles directivo y ejecutivo del Consejo del Plan Nacional de Salud Reproductiva y Planificación Familiar, coordinado por el Ministerio de Salud Pública y Bienestar Social.

5. La situación de la mujer en el área rural:

Sobre la base de un convenio firmado con el Ministerio de Agricultura y Ganadería y el Departamento de Extensión Agraria de dicho ministerio, realiza actividades de asesoramiento y cursos de capacitación para incorporar la dimensión de género en el nivel técnico de los programas de desarrollo rural. Asimismo, ha firmado convenio con Gobernaciones Departamentales, siempre en el contexto de la incorporación de la perspectiva de género en la ejecución de los proyectos.

6. El trabajo de la mujer:

Por intermedio de un convenio firmado con el Servicio Nacional de Promoción Profesional, imparte cursos de capacitación técnica para mujeres, con miras a impulsar y estimular su incorporación efectiva en el mercado laboral.

De acuerdo con los Ministerios de Integración y de Industria y Comercio, impulsa, por medio de seminarios y difusión de materiales de información, la incorporación de la dimensión de género y la participación igualitaria de las mujeres en el Mercado Común del Sur (Mercosur).

7. Participación política:

Mediante un programa y con la cooperación de expertas en el tema, participa activamente en la capacitación de las mujeres políticas, y en todas las acciones políticas tendientes a superar las desigualdades en los niveles de decisión.

8. Centro Nacional de Apoyo a la Mujer:

A fin de dar una respuesta oportuna y ágil a las demandas de carácter urgente con respecto a sus necesidades cotidianas que plantean las mujeres del país, la Secretaría de la Mujer mantiene este centro de atención, que funciona bajo su dirección y administración

Coordination of, and follow-up to, the National Plan for Equal Opportunities for Women, which was officially launched in May 1997 by the President of the Republic and will be in effect from 1997 to 2001;

Action to implement the Beijing Platform for Action by developing programmes jointly with ministries and independent bodies, and with non-governmental organizations (NGOs) to deal with the following issues:

1. Eradication of Violence against Women:

National Plan to Prevent, Punish and Eradicate Violence against Women, coordinated by the Ministry for Women and implemented through an Inter-Agency Commission with representatives from government ministries, the Office of the Public Prosecutor, the National Police, the Municipality of Asuncion and the Coordinating Committee of Paraguayan Women.

2. Equality of Opportunity in Education:

The National Programme for Equality of Opportunity and Results for Women in Education is being implemented on the basis of an agreement signed with the Ministry of Education and Worship.

3. Legislation:

In order to implement the principles of equality contained in the National Constitution and the Convention on the Elimination of All Forms of Discrimination against Women, the Office for Women Affairs maintains a team of legal professionals responsible for working with governmental and non-governmental bodies to draw up proposals for amending and/or drafting national laws to overcome the inequalities or inadequacies found in current legislation.

4. In relation to women’s health:

The Office for Women’s Affairs is a member of the Council of the National Plan for Reproductive Health and Family Planning, coordinated by the Ministry of Public Health and Social welfare, and is active at the administrative and executive levels of this Council.

5. The situation of women in the countryside:

On the basis of an agreement signed with the Ministry of Agriculture and the Agricultural Advisory Department of that ministry, the Office for Women’s Affairs provides advisory services and training courses to ensure that the gender dimension is taken into account in the technical aspects of rural development programmes. Agreements have also been signed with Departmental Governments, again for the purpose of ensuring that gender issues are included when projects are being implemented.

6. Women at work:

Under an agreement signed with the National Career Development Service, the Office for Women’s Affairs provides technical training courses for women, the aim being to promote and stimulate effective participation by women in the labour market.

In accord with the Ministry for Integration and the Ministry of Trade and Industry, seminars are given and information material distributed in order to encourage consideration of gender issues and the need for women to participate on an equal basis in the Southern Common Market (Mercosur).

7. Participation in politics:

By means of a programme that it runs, and with the cooperation of women experts in the field, the Office for Women’s Affairs plays an active part in training women politicians and in all political activities serving to overcome inequalities at the decision-making levels.

8. National Women’s Support Centre:

The Office for Women’s Affairs maintains this support centre, which operates under its management and administration, in order to be able to respond in an appropriate and timely manner to he urgent needs expressed by the women of the country in relation to their everyday lives.

Los Departamentos Central y Guairá ya cuentan, con una Secretaría de la Mujer en sus respectivas Gobernaciones. En los restantes Departamentos, dicha repartición funciona en forma anexa a la Secretaría de Educación.

La Secretaría de la Mujer de la Presidencia de la República ha firmado Convenios con 10 Gobernaciones, en los que ambas instituciones asumen el compromiso de apoyar las políticas que tiendan a la igualdad de oportunidades para la mujer y cooperar en su ejecución.

Ejecutar proyectos para la implementación del Plan Nacional de Salud Reproductiva y Planificación Familiar, elaborados sobre la base de metas específicas y un calendario de trabajo, que contempla aspectos tales como:

Disminuir la mortalidad materna y perinatal mediante acciones de promoción, prevención y educación y la aplicación correcta del enfoque de riesgo reproductivo y obstétrico;

Contribuir a la disminución de la frecuencia de embarazos no deseados y de alto riesgo mediante acciones educativas, preventivas, promocionales y de prestación de servicios;

Disminuir la incidencia de embarazos de adolescentes y sus complicaciones de índole social, educacional, sanitaria y familiar que afectan al entorno;

Buscar la integración y el compromiso de las mujeres y de las instituciones técnicas y políticas que se relacionan con la problemática de la mujer, para promover los derechos reproductivos, comprenderlos y aplicarlos;

Generar comportamientos, actitudes y prácticas que favorezcan el desarrollo de acciones, programas y servicios de salud reproductiva;

Comprometer a las organizaciones sociales y políticas, medios de comunicación social, organizaciones laborales y sindicales, instituciones científicas y académicas, organizaciones gubernamentales y no gubernamentales, religiosas y comunitarias, para favorecer el desarrollo concertado de planes y acciones de salud reproductiva y planificación familiar;

To execute projects to implement the National Plan for Reproductive Health and Family Planning, basing these projects on specific targets and a clear working timetable, and incorporating such aspects as:

Reducing mortality in childbirth and the perinatal period by means of promotion, prevention and education initiatives and by focusing correctly on reproductive and obstetric risk;

Involving social and political organizations, social communications media, labour and union organizations, scientific and academic institutions and governmental and non-governmental, religious and community bodies in order to develop plans and activities relating to reproductive health and family planning on a concerted basis;

Setting up a cross-sectoral group of specialists to promote and support research dealing with epidemiological, biomedical, sociocultural and anthropological issues, and to determine the country’s needs and the types of research that are required there in the field of reproductive health and family planning.
