The Executive Committee, at its fourth meeting, agreed that the main objective of the action plan should be to build the institutional and operational capacity of national institutes of statistics and of national statistical systems. In order to achieve that objective, it would be appropriate to set up working groups composed of representatives of the countries and of multilateral agencies to work on the following topics: 1) Legal and institutional aspects, including questions of financing and budgeting, as well as coordination of national statistical systems; 2) Development of statistical capacity with long-run targets in terms of production, quality and dissemination of statistics, using a step-by-step approach to achieve those targets; 3) Training and human resources management policies; 4) Modernization of the management processes of national institutes of statistics, in order to make the best possible use of resources; 5) Relationships between producers and users of statistics in general; 6) Strengthening international cooperation |
