Social Development Authorities from Latin America and the Caribbean Will Meet on October 3-5 in Chile

The Fifth Session of the Regional Conference on Social Development in Latin America and the Caribbean – organized by ECLAC, the Government of Chile and the UNDP – will be centered on strengthening the social institutional framework in the region.

Senior government officials, specialists from international organizations, academics and civil society representatives will gather on October 3-5, 2023 at the Fifth Regional Conference on Social Development in Latin America and the Caribbean, organized by the Economic Commission for Latin America and the Caribbean (ECLAC), the Government of Chile and the United Nations Development Program (UNDP).

The event – the main theme of which will be the social institutional framework in the region – will take place in person at ECLAC’s headquarters in Santiago, Chile and contemplates the holding of the UNDP’s XV Ministerial Forum for Development in Latin America and the Caribbean.

The opening ceremony will be held on Tuesday, October 3, 2023 at 9 a.m. local time in Chile (GMT-3) and will feature remarks by Samantha Marshall, Minister of State within the Ministry of Health, Wellness, Social Transformation and the Environment of Antigua and Barbuda; Javiera Toro, Minister of Social Development and Family of Chile; Linda Maguire, the UNDP’s Deputy Regional Director for Latin America and the Caribbean; and José Manuel Salazar-Xirinachs, ECLAC’s Executive Secretary.

During the conference, José Manuel Salazar-Xirinachs will present a position document entitled Institutional frameworks for social policy in Latin America and the Caribbean: a central element in advancing towards inclusive development.

Over the event’s three days of work, five panel discussions will be held to address the relevant matters related to social institutions that are identified as a priority in the position document and in the Regional Agenda for Inclusive Social Development.

Some of those topics include the financing of universal social protection systems in Latin America and the Caribbean; capacity building in Social Development Ministries; opportunities and challenges of the single window service approach; integrated information systems for decision-making; and the challenges of governance and cooperation in times of cascading crises.

On October 2, prior to the start of official activities, a meeting of the region’s civil society organizations represented at the Regional Conference will take place. The programme further includes a series of side events.

The Regional Conference on Social Development was created in May 2014 as one of ECLAC’s subsidiary bodies. Its prior sessions were held in Lima (2015), Montevideo (2017), Mexico City (2019) and virtually, with Antigua and Barbuda serving as host country (2021).
